This important report was presented to the RCP Committee on Ethical Is sues in Medicine and it has been accepted by Council of the College. W e recognise that the subject is controversial and aspects of the repor t may be regarded as contentious by some. Sir Leslie Turnberg, Preside nt of the College, would welcome comments from readers before the cont ents of the report are incorporated into the formal Guidelines on the practice of ethics committees in medical research involving human subj ects.
