The theory of the scintillation temporal power spectrum and two freque
ncy co-spectrum for radio waves propagating through the near-Sun inter
planetary plasma is considered. The relative contributions of the regu
lar motion, turbulent velocity fluctuations and turbulent wave propaga
tion are discussed. The comparison of theory and the known observation
al data indicates that for distances r < 10R., velocity fluctuations d
ue to large scale Alfvenic waves are most important. For distances 10R
. less than or equal to r less than or equal to 40R., the temporal spe
ctrum is determined by the solar wind motion and slow magnetosonic wav
e propagation.
