In this article the author describes how the basis for American foreig
n policy has changed dramatically during the last years. Therefore it
exists a great potential for a major reorientation of American foreign
policy in the years to come. Through his analysis the author conclude
s that American foreign policy is likely to move from the established
alliance-based orientation towards a universalistic inspired policy. T
he author foresees that the U.S. more and more will serve as an intern
ational catalyst and primarily use instituionalized collective efforts
as basis for its policy. As the domestic consensus behind American fo
reign policy is falling apart, the U.S. will have a much more polarize
d foreign policy debate which in turn will reduce the stability and co
ntinuity in U.S. international relations.
