The growing complexity of the business environment and the increased s
peed of change in systems, technologies and markets raise the question
of whether human beings will be able to control the forces at work in
the 1990s. The question is relevant for our ecological and social env
ironment, and also for our institutions. Systems seem to be approachin
g the limits of their controllability. Thus a change of paradigm in th
e management of organizations seems to be underway which seeks new app
roaches to solving management problems in turbulent times.
