D. Kunkel et J. Canepa, BROADCASTERS LICENSE RENEWAL CLAIMS REGARDING CHILDRENS EDUCATIONAL PROGRAMMING, Journal of broadcasting & electronic media, 38(4), 1994, pp. 397-416
This research examined 48 stations seeking FCC license renewal in 1992
and assessed their efforts to fulfill the programming requirements of
the Children's Television Act of 1990. The study found that stations
reported a weekly average of roughly three and a half hours of educati
onal programming specifically designed for children, although many of
the programs claimed were of questionable educational value. Many stat
ions evidenced shortcomings in either correctly completing their renew
al applications and/or properly satisfying their programming obligatio
ns. The data are interpreted as demonstrating inadequate performance b
y broadcasters in response to the new legislative requirements.
