This case narrative was presented to a select group of practising mana
gers, management consultants and academics along with a note saying th
at the case is a human resource management problem based on the experi
ence shared by a group of personnel administrators and a group of engi
neers and scientists in a in-house R & D unit of a large organisation.
Like most human resource problems it has no 'unique' or 'correct' ans
wer. Nevertheless, problems of this type are found with some variation
s in almost all R & D organisations in India. To help their colleagues
deal with such a situation the respondents were asked to write their
comments and analysis, keeping in mind the long term and short term pe
rspectives.
