The evolving Norwegian aid policy has been formed in a series of gover
nment White Papers from 1961 on. In May 1992, the government presented
a new White Paper which reviewed the North-South policy, including th
e aid policy, at a point in time when the policy environments, in Norw
ay and globally, had changed dramatically. In what ways has the Norweg
ian government responded to these changed conditions when forming the
aid policy towards the year 2000? Is the aid policy still characterise
d more by continuity than change? These questions direct the discussio
n of the main objectives set for Norwegian aid, and the strategies and
guidelines established. The new challenges for aid in the 1990s are i
dentified and discussed with particular reference to the volume of ODA
.
