Abstract
The following collection contains a subset of the papers prepared for a conference organized by the International Labor Office, Cornell Univ ersity, and the University of California at Berkeley on the subject of the changing balance between state, market, and civil organizations i n development strategies. In this first essay, the justification for t he conference, the main novel theoretical ideas presented, and the imp lications for development strategies and rural development are summari zed.
