Debate on the need for expanded Criterion II guidelines reflects diffe
rent interpretations of the mandate to promote culturally sensitive sk
ills and attitudes. When viewed as a tone-setting principle, detailed
guidelines may be detracting. However, they are invaluable in the cont
ext of evaluating individual program progress and compliance.
