Information as the basis of innovation: Programm der Bundesregierung 1 996-2000 The following essay tries to demonstrate the program in its f undamental structures. From the point of view of the Federal Ministry of Education, Science, Research and Technology the essay also describe s the term of scientific and technical information and the way to real ize the essential parts of the program. The main parts (Internet, spec ial publishing houses, information services, scientific libraries, use rs) are structured into basics, goals and activities. The essay shows the problems in a very concise way and tries to make them understandab le for non-insiders.
