Abstract
H. A. Simon's theory about complexity is applied to reveal the hierarc hic structure and near decomposability of industrial system in Guangzh ou, China. It's notable the presented hierarchy is substantially diffe rent from that in other work. Owing to that only the interactions of d ifferent orders of magnitude in different levels are to be taken into account, the description for complex systems is remarkably simplified.
