This article presents the developmental work on an environmentally saf e aqueous-based motion-picture film cleaner. This work has been perfor med under the aegis of the Technology Council of the Motion Picture/Te levision Industry, more commonly referred to as the Tech Council. The Tech Council was formed about four years ago by a group of scientists and engineers from the motion-picture, broadcasting, and allied indust ries. They volunteer their time and talents for the goal of identifyin g and resolving technology problems - safety, and environmental issues that are too large or complex for individual companies to tackle alon e.
