Abstract
The phase structure of 3-dimensional SU(3) lattice gauge theory is stu died by using the variational method with an independent plaquette tri al action. The mean plaquette internal energy E(p) approximately beta curve is smooth, which shows only one confining phase, and is better t han that given by the independent link trial action.
