A distance learning partnership is established in the Southern Tier, N ew York region to plan and foster the implementation of an integrated regional fiber optic backbone infrastructure to connect school distric ts, Binghamton UniversitY, and other educational agencies for the util ization of information technologies to integrate voice, video, and dat a communications for teaching and learning environments. This initiati ve will provide teachers, students, and administrators with technologi cal advancements to see, hear, and view more educational resources.
