A fishery management system was developed to produce a reasonable oper
ation method for fishery of the Sakhalin surf clam Spisula sachalinens
is, and was applied at an experimental fishing area. The system was us
ed by a fishery management commission organized by fishermen. The syst
em consisted of three subprograms: 1) a monitoring and analysis progra
m of stock distribution and unit price fluctuations, 2) a program to d
etermine concrete effort arrangement and optimum ship operation, 3) an
evaluation program of fishing operations. When the system was applied
, a significant improrvement was obtained, as compared with that of un
organized fishing. It is suggested that the program system enables sel
ective fishing in consideration of market prices and the effective uti
lization of surf clam stock.
