Abstract
A post-inspection compliance program is the system used by retail food regulatory agencies to deal with non-complying operators who do not c orrect code violations voluntarily. The post-inspection compliance pro gram must be designed to achieve program goals and objectives in an ef fective, efficient and permissible manner. A ''systems approach'' to p rogram planning, implementation and evaluation is recommended to aid d ecision makers in devising an effective compliance program. The system s approach encourages consideration of the significant factors that in fluence program design and the ultimate success of a compliance progra m. When used correctly, systematic planning will produce a compliance program that functions effectively within the context of the larger re gulatory program.
