The euphoria of President Clinton's inauguration has yet to be transmu
ted into specific policies, and it is not clear how federal policy on
education will shape up under the first Democratic administration for
many years. In any event, federal policy is one thing, state policy an
other; and still another is that of the individual school district, or
even an individual school for that matter, since 'site-based manageme
nt' has combined with the 'school restructuring' movement to give a me
asure of autonomy to some schools.
