PROCESSES OF MARGINALIZATION AND INTEGRAT ION - ON THE PREVENTION OF SOCIAL EXCLUSION

The paper unfolds the proposals of the Danish Social Commission concer ning incentives to counteract the reluctance of the employers and the employees to employ marginalized individuals. The proposals are concer ned with respectively measures of activation induced by tying public s ubsidies to employment of marginalized individuals, a redesigned organ izational and financial framework and a comprehensive reform of the sy stem of income transfers. The paper urges an analysis of the mechanism s of social exclusion similar to the one implemented by the Social Com mission with respect to exclusion from the labour market aiming to det ermine the most effective measures of intervention.
