Abstract
A new vector quantisation scheme based on a perceptually weighted sign al-to-noise ratio (WSNR) is proposed. The Letter shows that the applic ation of the LBG procedure in the DCT domain using the WSNR as the fun ction to be optimised leads to substantial improvement in the perceptu al quality of the decoded images, compared to the LBG procedure in the pixel domain.
