M. Hadjipavloutrigeorgis et L. Trigeorgis, CYPRUS - AN EVOLUTIONARY APPROACH TO CONFLICT-RESOLUTION, The Journal of conflict resolution, 37(2), 1993, pp. 340-360
This article presents an evolutionary cooperative approach to conflict
resolution that would lower the fears and raise the hopes of parties
in conflict by proceeding incrementally in phases that would allow int
eraction and reciprocity, learning, and flexibility (through options t
o expand or abandon cooperation/integration). With reference to the Cy
prus conflict, although initially maintaining two separate decentraliz
ed zones, the simultaneous creation of a third, joint federated area t
o serve as the nucleus of a cooperative, interactive, centralized fede
ration is proposed. A ''conciliation stage'' should precede a federate
d structure ''testing'' phase, before expanding and ratifying full-sca
le implementation contingent on successful interim cohabitation.
