Adopting a locality studies approach, this paper analyses the economic
responses within an ultra-peripheral city-economy to contemporary cap
italist restructuring. Initial, unco-ordinated responses are shown to
have been followed by tentative co-operation between territorial local
authority, business leaders, and tertiary education and research inst
itutes. Attention is drawn to the rapid and far-reaching process of ec
onomic restructuring in New Zealand, itself generated by international
economic changes, in which context this local response has been forge
d. In the light of British experience, an assessment is made of the ap
propriateness of changes undertaken and strategies adopted.
