Abstract
How effective are the new behavioral-based welfare reforms? Marcus E. Ethridge and Stephen L. Percy assess the state of Wisconsin's experien ce with ''Learnfare, ''a controversial policy enacted in 1987 that tie s AFDC payments to school attendance of children in recipient families . Learnfare has been plagued by implementation problems and its underl ying logic has been brought into question. The authors argue that ''re gulated redistribution'' programs such as Learnfare and Workfare demon strate the extremely complex relationship between policy theory and th e design of administrative procedures.
