This work provides a theory of the general structure of mixed-spin fra
ctional quantum Hall states, which are relevant at low magnetic fields
. This, in particular, leads to a microscopic description of the exper
imentally observed mixed-spin states at nu = 2/3, 4/3, and 3/5. Antipa
rallel-flux-attachment transformation of the composite fermion theory
plays an important role in explaining the mixed-spin states in the fil
ling factor range 3/2 > nu > 1/2.
