From a management and policy perspective, the ability to measure perfo
rmance and identify the characteristics of productive, cost efficient
and effective programs is of utmost importance in determining standard
s of performance This study examines organizational determinants of pe
rformance in outpatient mental health programs by testing two organiza
tional hypotheses related to the influence of auspice and organization
al complexity. Results of the analysis revealed that affiliation with
hospitals led to greater program effectiveness and less organizational
complexity resulted in greater efficiency. Most of the variance in pr
ogram efficiency was accounted for by client variables while the varia
nce in effectiveness was explained by organizational and community var
iables
