Abstract
A non-parametric approach based on B-splines is used to analyse the im pact of the Canadian Oil Substitution Program (COSP) on the choice of heating systems in the residential sector in Canada and in Quebec. Our results suggest that the COSP did not achieve its main purpose of acc elerating the decline in the use of oil between 1981 and 1985.
