Solution of the evolution equations for linear perturbations in spheri
cally-symmetric inhomogeneous background with arbitrary distribution o
f density is obtained. It is shown that an effect of the intensificati
on of growth rate of fluctuations, as compared to the one in critical
background, takes place. At the tum-around moment for homogeneous back
ground with OMEGA > 1 the amplitude of perturbations is thrice as grea
t as that in the flat Fridman background. In the galaxy formation prob
lem, the effect is essential in the models with density fluctuation sp
ectra which have a greater power at scales of clusters of galaxies siz
e and larger. Perhaps, it causes the fragmentation of a large-scale pe
rturbation in to small-scale ones.
