Observational data on interstellar difraction and refraction scintilla
tions of pulsars are analyzed. The observational data correspond to th
e theory of radio wave scintillations on the inhomogeneities with brok
en power-law spectrum, which has the turnover point corresponding to a
spatial scale a congruent-to 10(13) cm. The spectrum is steep al high
spatial frequencies with the three-dimensional power-law index n2 con
gruent-to 4,2. The power-law index al low frequencies is n1 congruent-
to 3,5.
