Bm. Braun et al., STATE REVENUE SHORTFALLS - BUDGET RESTRAINTS AND POLICY ALTERNATIVES, The American journal of economics and sociology, 52(4), 1993, pp. 385-397
The budgetary alternatives available to and employed by states to deal
with budgetary shortfalls in the early 1980's are examined. The study
suggests it may be preferable for states to consider relaxing the sel
f-imposed requirements of an annually balanced budget. The basic concl
usion is that policy makers should formulate a rule that considers the
opportunity costs of their decisions.
