Abstract
In this paper, we shall give a general formula for the quantum SO(3)-i nvariant of Seifert fibered rational homology spheres over a 2-sphere, based on the linear skein theory. We shall derive the Casson-Walker i nvariant from the quantum SO(3)-invariant. Also, we shall give a formu la for the Ohtsuki second invariant.
