Game-theoretic models are developed for formally studying enforcement
as it relates to environmental laws and regulations. The key question
addressed here is how variations in the severity of penalties affect v
iolation levels and frequencies. The contributions of this study to en
vironmental policy development include methods for measuring the effec
tiveness of enforcement, improving the efficiency of monitoring, and o
