Rationality and rhetoric: The contribution to social care policy making ofSir Roy Griffiths 1986-1991

Between 1982 and 1992 Roy Griffiths, then Managing Director of the Sainsbur y supermarket chain, wrote two reports which led to significant changes in the organization and management of health and social services in the UK. Th is article provides a detailed account of the policy process which led to t he latter of these reports, which dealt with community care, in order to as sesses Griffiths' personal contribution to policy making.
