We describe a new instrument, based on a NICMOS3 array, for the detection o
f interference fringes in the near-infrared at the Infrared-Optical Telesco
pe Array. The camera saw "first fringes" in Spring of 1997 and has since be
en in routine use for a variety of astrophysical investigations. We present
its design characteristics and parameters, which result in magnitude limit
s for fringe detection of J = 8.4, H = 8.5, and K' = 6.5.
