The He I and He II spectra of 2-haloanilines were measured and interpreted
in terms of a composite-molecule model. The assignments have established th
e relative ionization energy order of the pi MOs (associated with the benze
ne moiety) and the in-plane nitrogen and halogen lone-pairs. Comparison of
the He I and He II cross-section ratios, ab initio calculations using the H
F-6-31G** model and comparisons of the linear correlation of the in-plane l
one-pairs and Allred electronegativities for the halobenzenes and haloanili
