La-139 nuclear quadrupole resistance (NQR) and relaxation measurements in l
ightly hole-doped La1.8-xEu0.2SrxCuO4 have been used to investigate the mic
roscopic properties of the low-temperature orthorhombic to low-temperature
tetragonal transition. The transition is characterized by a sharp peak in L
a-139 NQR relaxation rate, indicating phonon softening. We find that the st
ructural phase transition is accompanied by a modification of the spin stat
e. The data for the spin freezing and the recovery of sublattice magnetizat
ion at low T an presented and discussed in relation to the studies of La2-x
SrxCuO4 and La2Cul-xLixO4.
