This analysis examines patterns of program participation and earnings and e
mployment outcomes for a sample of dislocated black, Hispanic, and white ma
le and female workers who participated in Title III job retraining programs
, Program completion was largely unrelated to characteristics of program pa
rticipants, except that black participants were the most likely to complete
training. In contrast to previous studies, post-program outcomes for train
ees not completing training programs were superior to those of completers.
Older, less educated trainees had better earnings outcomes than their young
er, better educated counterparts. No differences were found among racial-et
hnic groups in likelihood of continuous earnings following program particip
ation.
