The UN/ESA workshops aim to foster the development of basic space science i
n developing countries. It is argued that the involvement of these countrie
s in international collaborations in ground-based astronomy is an effective
method of achieving this aim. A brief analysis of patterns of internationa
l cooperation in ground-based astronomy is presented. Where possible, the d
iscussion is illustrated with examples chosen to highlight contributions by
developing countries. Mechanisms to support international cooperation are
discussed, along with some problems and possible solutions.
