Change in the counting rate for low energy photoelectrons was measured as a
function of anode voltage, by using a double cylindrical open counter work
ing in gas mixtures of N-2-He, N-2-Ne, and N-2-Ar with various N-2 concentr
ations from 10% to 100%. It was found that the value of the anode voltage r
elevant to some fixed multiplication factor was increased in proportion to
the average ionization potential, the average excitation cross section of t
he working gases for electron impact. and in proportion to the size of the
