A new technique for determining the temperature, density, mean size, and re
fractive index of grains in a thermal dusty plasma is proposed. The techniq
ue combines the forward angle scattering transmittance method and a new spe
ctroscopic method based on measurements of the spectral dependence of extin
ction and emittance of grains. The developed technique is successfully used
to measure the parameters of grains in the flow of a thermal atmospheric-p
ressure dusty plasma. The measurements are carried out in the 0.5-1 mu s sp
ectral range at temperatures of 1900-2250 K. The size and complex refractiv
e index of grains of cerium oxide (CeO2) and ash at various temperatures ar
e determined.
