Non-Markovian kinetics for nonuniform plasmas

The nonlinear Balescu-Lenard kinetic equation has been generalised to weakl y nonideal spatially nonuniform polarisable plasmas. This is done by includ ing nonlocality in space and time in the collision term. The local laws of conservation for particle, momentum and total energy densities follow. Some outstanding problems are discussed.
