A kinetic analysis of the electrostatic dust cyclotron instability in a wea
kly ionized collisional dusty plasma is presented. In a plasma with negativ
ely charged dust and a current along the magnet ic field B, it is found tha
t the instability can be excited by ions drifting along B. The effect of du
st-neutral collisions is stabilizing, while the effect of ion-neutral colli
sions can be destabilizing. Possible applications to laboratory environment
s are discussed.
