In this paper, a simulation-based methodology is developed to analyze the e
ffects of two transportation control strategies on congestion and automobil
e emissions. In particular, two types of road pricing implementations are s
tudied: a Cordon Scheme and a Per-Mile Area Link Charging Scheme. The resul
ting model is then applied to the metropolitan Atlanta interstate highway s
ystem. Finally, the results of the model are analyzed, and the extent to wh
ich these schemes are effective in reducing rush-hour congestion and automo
bile emissions is estimated.
