This paper offers the first extensive analysis of the extent of change
, in both structure and labour market, occurring within the Irish medi
a since the early 1980s. It chronicles change from a ''sector'' domina
ted by the public broadcaster and informed by universal, creative and
service values to a multi-faceted ''industry'' defined and influenced
by the processes of production and exchange. This evolution is sited w
ithin a broader discussion of Irish development policy and the opportu
nity posed by new digital technologies. Changes in broadcasting policy
