Abstract
Breakdowns of waste water treatment plants cannot be ruled out in spit e of due care and strict compliance with building and operating regula tions. This article defines the meaning in German water legislation of a breakdown and describes the building and operating responsibilities of an operator of a waste water treatment plant. The steps to be take n in the event of a breakdown are discussed. The consequences of a bre akdown within the meaning of the German water legislation, regulatory violations, and penalties prescribed by the waste water disposal legis lation and civil law for the enterprise and all levels of employees fr om attendant to director are presented in detail.
