Abstract
This paper was the second Presidential Address given by Captain Majend ie. It was first published in the journal in 1958 (Vol. 11, P. I). Ii is followed by comments from David Hopkin. For reasons of space, Capta in Majendie's paper has been slightly abridged, mainly by omitting a s ection on the provision of monitoring intelligence.
