Abstract
The traditional non-parametric or DEA models measure efficiency for gi ven inputs and outputs without allowing for reallocation of inputs. Th ese models do not look inside the technology but rather treat it as a 'black box'. In this paper, we open up the box by modeling the possibi lity of reallocation of a fixed input.
