Abstract
It is found that, in 1984, the German matching function shifted from i ncreasing to constant or even decreasing returns to scale. Such a regi me-shift is consistent with a move from a multiple-equilibria environm ent to a single-equilibrium state where policies lose effectiveness. ( C) 1997 Elsevier Science S.A.
