A new class of magnetic heterostructures is studied wherein a two-dime
nsional electron gas (2DEG) is strongly exchange coupled to a systemat
ic distribution of local moments. From the longitudinal magnetoresista
nce we extract the sheet concentration, single particle scattering tim
e, and carrier effective mass. Magnetophotoluminescence measurements y
ield an estimate of the spin splitting of the 2DEG states, implying a
high degree of spin polarization in modest magnetic fields at cryogeni
