The notable documents/resources of 1996-1997 reflect a switch in direc
tion and concerns for local communities throughout the United States.
Some local governments, such as Miami, are still worried about fiscal
problems, but for the most part, there is significantly less concern a
bout the ill effects of the last recession. The local documents reflec
t a growing interest in quality of life issues-crime, environmental pr
otection, education, preservation of neighborhoods, Internet access to
local materials, and so on-and economic planning that entails not onl
y additional revenues, but also the maintenance and promotion of local
environments. Only a few publications cover recent mandates by the fe
deral government, such as welfare reform, but additional publications
in these areas should be available in the upcoming months. The documen
