The central peak observed by the light scattering is investigated by t
he coupling mechanism between the transverse acoustic mode and a relax
ational dimer mode Q(F), which is related to the in-phase fluctuation
of (DCO3)(2) dimers, The relaxation time tau of the dimer mode decreas
es with lowering temperature to 1.2 x 10(-11) sec at the transition te
mperature, This value is two order of magnitude smaller than the value
reported by a recent neutron experiment.
