Abstract
A simple analysis shows that for incompressible isotropic turbulence t here exists a generic inequality between the energy dissipation rate a nd enstrophy whenever the moment correlations of the velocity field is quasi-normal, This indicates that the cause of the difference of spat ial fluctuations between the two quantities is at least in part kinema tic.
